Intrastate carriers meeting the following criteria must now secure Unified Carrier Registration (UCR) credentials. This pertains to all carriers of goods or passengers that operate entirely within a state when that movement of goods or passengers is the beginning or is the continuation of a movement across a state or national border. In other words, if your cargo either originates out of the state of your operations or is destined out of the state of your operations this is considered "Interstate Commerce" and you must secure UCR registration.
