New Entrant Safety Assurance Program Training
Safety Compliance Audit Training
New Entrant Program: (Part 385.301)
Beginning January 1, 2003, all new motor carriers (both private & for hire) domiciled in the United States & Canada and
operating in interstate commerce must apply and display a USDOT registration number. (USDOT Number).
After a new entrant satisfies all applicable pre-operational requirements (securing a USDOT number) they will be subject
to the new entrant safety monitoring procedures for a period of 18 months.
During this 18 month period:
The new entrant's roadside safety performance will be closely monitored. An accident rate or driver or
vehicle violation rate that is higher than the industry average may cause the FMCSA to conduct an expedited safety audit.
A safety audit will be conducted on the new entrant once it has been in operation long enough to have sufficient records to allow the
FMCSA to evaluate the adequacy of its basic safety management controls. (Most new entrant safety reviews are conducted within
3-6 months of commencing operations.)
Failure to demonstrate basic safety management controls may result in the carrier having their new entrant registration revoked.

rules along with record keeping requirements & retention. The safety compliance audit training program will cover

Driver Qualifications
Driver Duty Status
Vehicle Inspection & Maintenance
Drug & Alcohol Testing Requirements
This program is suitable for every new entrant or prospective entrant into the trucking industry.
It is also well suited for those established companies that need a better understanding of the required safety rules
and their record keeping requirements. You are welcomed to bring your files with you for a free review so that you may
establish better record keeping practices.

PROGRAM TWO Mock Safety Audit Training
For companies that have already established records and would like a "mock" safety audit conducted to
prepare for an actual safety audit.
Conducted by Pat Malloy, each audit will be using the same format that the
USDOT auditors use. Auditing your actual operations & records, this mock audit will help you establish a profound
understanding of the safety requirements & records to be kept, as well as any deficiencies in your program which need
to be corrected. Also included will be guidance as to how to correct these deficiencies.
